The WEF Fellows Recognition Program underscores WEF’s role as a valuable water quality resource, which is due in large part to the expertise of its diverse membership. WEF Fellows are recognized in various areas of expertise including, but not limited to design, education, operations, regulation, research, utility management and leadership. "WEF salutes these outstanding individuals and the profound impact they have made on the global water environment,” said WEF Past President Jackie Jarrell. "The accomplishments of the 2021 WEF Fellows are a testament to the remarkable dedication and passion of our members.”

Aisha Niang, P.E.
Water Environment Association of Texas

Aisha Niang is the Assistant Director leading the day-to-day activities within the Wastewater Operations Branch of the City of Houston’s Public Works Department. She has been with the City of Houston since 2008 in various capacities ranging from collection systems to design to managing their largest treatment plant. Prior to joining Houston she worked five years as a consultant with Malcom Pirnie and spent five years at DC Water’s Blue Plains treatment plant. She has a BS degree from Howard University and an MS degree from Catholic University, both in Washington DC. She is active in various WEF committees including the Envision Task Force, and the Water Environment Association of Texas, where she co-chairs their Diversity and Inclusion Committee, and has spear headed the connection between the Philanthropy Committee and Operators Without Borders.

Chris Johnston, P.E.
British Columbia Water and Waste Association

Chris Johnston is the Vice-President and Infrastructure Specialist with Kerr Wood Leidal consulting engineers. He has been with them in 1988 in various capacities in stormwater management, energy recovery, inflow and infiltration management and master planning. He holds a BS degree from the University of British Columbia and is a part time adjunction professor at UBC, teaching municipal Engineering to Civil Engineering seniors. He is active in WEF and its member associations including serving as a WEF Delegate, a British Columbia Water and Waste Association Director and its President. His colleagues note that he has spent thousands of hours over his career preserving the environment and encouraging technical innovation.

Christopher Peot, P.E., BCEE
Chesapeake Water Environment Association

Christopher Peot is the Director or Resource Recovery for DC Water, managing the biosolids program at the Blue Plains treatment plant, as well as other project in solar power, co-digestion, and mine reclamation. Before joining DC Water in 1999 he was a consulting engineer in Seattle. He began his career in the City of Los Angeles’ Bureau of Sanitation were the worked for five years on biosolids management and water reclamation. He holds a BS degree from the University of Wisconsin and an MS from CalState University, Long Beach. He has chaired WEF’s Residuals and Biosolids Committee and is a former president of the Mid-Atlantic Biosolids Association and Virginia Water Environment Association Biosolids and Residuals Committee.

Erin Mosley, P.E.
New England Water Environment Association

Erin Mosley has had a long career in consulting engineering, working for 17 years in the Boston Office of CH2M is now president of Erin Mosely, Inc in New Orleans. Prior to CH2M she worked for Weston & Sampson Engineers in Peabody, MA. She has extensive experience with innovation and sustainable infrastructure. She holds a BS from Northeastern University and has completed graduate course at Harvard and Tufts extension schools. She was a member of WEF’s Board of Trustees, House of Delegates and leadership roles in several WEF committees. She was president a four-year officer of the New England Water Environment Association.

Francis L. De Los Reyes III, PhD
North Carolina Water Environment Association

Francis De Los Reyes is Professor of Civil, Construction, and Environmental Engineering at NC State University. He has a second appointment in the Department of Microbiology. He has been with NC State since 2000. He holds a PhD degree from the University of Illinois at Urbana-Champaign. He teaches courses in Fundamentals of Environmental Engineering, Water Quality and Wastewater Treatment and Water and Sanitation for Developing Countries. He has been a guest lecturer in China, India and the Philippines. He is the author of many journal publications and is the recipient of WEF’s Gordon Fair Distinguished Engineering Educator Medal and AEESP’s Dental Award for Global Outreach.

Jacqueline Jarrell, P.E.
North Carolina Water Environment Association

Jacqueline Jarrell is Interim Deputy Director of Charlotte Water. She has been with Charlotte water since 1985 serving in various positions and is responsible for the management of five wastewater treatment plants with a combined capacity of 123 MGD, the Residuals Program and the Industrial Pretreatment Program. She holds a BS degree from UNC-Charlotte. She has been an active member of the NC Water Environment Association, having chaired their Public Education Committee, the Annual Conference Committee and the Program Committee. Ms. Jarrell served as WEF President from 2019-2020.

Janet Hurley Cann, P.E.
Water Environment Association of South Carolina

Janet Cann is the Asset Engineering Manager, Collection and Distribution Department for the Spartanburg Water, Spartanburg, SC. She has worked there since 1987 in various capacities for the Spartanburg Sanitary Sewer District, advancing from an entry level position to Group Leader and Project Manager. She holds a BS from Clemson University and an MS from the University of South Carolina. She is active in WEF and has served as President of the Water Environment Associate of South Carolina, and has chaired several committees including their Joint Steering Committee, and served as Speaker of the House of Delegates of WEF.

Jennifer Hartfelder, P.E.
Rocky Mountain Water Environment Association

Jennifer Hartfelder is vice-president and Nation Campaign Manager for Stantec. She has been with Stantec for 13 years and previously worked for Brown and Caldwell and Parsons. She holds a BS from Michigan Technological University and an MS from the University of Colorado. She has worked on engineering design and project management for both federal and municipal clients. She is a long-time member of the Rocky Mountain Water Association, serving as its president as well as committee assignments including Public Education Committee Chair, WEF Delegate and Awards Chair. She has served as a member of WEF’s Board of Trustees and as WEF president 2017-2018.

Kristin Morico, P.E., BCEE
New England Water Environment Association

Kristin Morico is AECOM’s Environmental Health and Safety’ Management Strategic Executive Director. She began her career as a process engineer for the Regional Water Authority in New Haven, CT. Since then she has worked in increasing positions of responsibility GE, Tyco International, ABB/Combustion Engineering and now with AECOM. She holds a Masters of Environmental Management from Yale University. She has been a member of WEF since 1987.

Marlo R. Davis
Water Environment Association of Utah

Marlo Davis is the treatment superintendent for the Snyderville Basin Water Reclamation District in West Jordan UT. He has been active in managing treatment plants since 1999 and has won numerous awards for treatment plant operations including WEF’s Hatfield Award in 2016. He has been a member of WEF operations challenge committee since 2010 and a member of a number of public education committees.

Peter Cavagnaro, P.E., BCEE
Michigan Water Environment Association

Peter Cavagnaro is the founder of Water Resources Recovery Solutions, LLC which provides energy management and modeling expertise to municipal and industrial clients. Prior to his founding this company he worked for 15 years with Johnson Controls serving as the company’s water/wastewater subject matter expert, developing energy conservation measures at wastewater treatment plants. Prior to this he worked for several consulting firms, including Camp, Dresser and McKee and Consoer Towsen. and Associates. He has been a member of WEF since 1975 and is a Life Member. He has been active in WEF activities, wining several awards from WEF member association, the Michigan Water Environment Association, including their President’s award in 2016 and 2020.

Prakasam Tata, Ph.D., BCES, QEP
Illinois Water Environment Association

Dr. Tata has over 60 years of experience in environmental engineering and science, including being the Assistant Director and Head of Environmental and Research Division for the Metropolitan Water Reclamation District of Greater Chicago. In his career at MSDGC he lead or participated in numerous research and development projects to improve treatment methods, including nitrification, odor control, industrial waste characterization and pretreatment, decentralized treatment systems and lake pollution remediation. He holds a PhD from Rutgers University. He has been most active in WEF activities including membership of the WER Editorial Board and Editor-in-Chief, WEFtec Program Committee, Specialty Conference on Odors and VOC emissions, Round Table on HIV in Wastewater Treatment systems, among others.

Raynetta Curry Marshall, P.E.
Florida Water Environment Association

Raynetta Marshall is the General Manager of Underground Utilities and Public Infrastructure Department for the City of Tallahassee, FL. She began her career at the Washington Suburban Sanitary Commission in Laurel, Maryland and since then has worked in serval municipal water and wastewater agencies including as Director of Planning and Development in Jacksonville, Fl. She holds BS and MS degrees from Howard University. She was the Research Program Director for the Water Environment Research Foundation from 1991 to 1999. She has been active in WEF and its member organizations as the Utility Management Committee Chair and a member of the Board of Directors of the Florida WEA.

Sidney Innerebner, PhD, P.E.

Sidney Innerebner is the Principal and Founder of the Indigo Water Group. Prior to her founding this company she worked for Integra Engineering and RTW Engineering as an environmental scientist. She began her career at a Chemist at the Rocky Flats Environmental Test Site. She holds a PhD from the Colorado School of Mines and several wastewater and industrial wastewater operator licenses. She has been active in WEF and member organization activities as an instructor and trainer as well as participating in the development of Manual of Practices.

Sylvan Coles
Kansas Water Environment Association

Sylvan Coles is a section manager for the City of Topeka, KS overseeing their NPDES laboratory and industrial pretreatment program. He has 50 years’ experience in this program. He holds a BS from Washburn University, an MS from the University of Kansas as well as several operator licenses. He has been very active in WEF and member organizations, including KWEA Voluntary Program Administrator. He is a recipient of WEF’s Bedell Award.
