Mar. 9, 2018 - This week, appropriators in both chambers of Congress worked through disagreements as they try to wrap the fiscal 2018 spending bills into a $1.3 trillion omnibus.

While the current Continuing Resolution is set to expire on March 23, House Appropriations Chairman Rodney Frelinghuysen, R-N.J., said the committee and its staff are "working overtime trying to put all 12 bills to bed." But efforts to wrap up work on fiscal 2018, which began on Oct. 1, are being complicated by discussions about unrelated add-ons including one involving family planning.

The toughest three bills to complete are the Labor-HHS-Education, Financial Services and Homeland Security measures, due to a combination of policy and funding differences. A $900 million rail project for New York and New Jersey is still being negotiated, as is an online sales tax enforcement measure.  (CQ Budget, 3/8/18)
